The Homeland Security and Intelligence Bureau (HSIB) safeguards the State of Maryland by integrating intelligence, protective services and threat management into a unified, proactive command.
HSIB is divided into two Commands:
- the Criminal Intelligence Division, and
- the Security Support Division.
Through timely information sharing, coordinated operations and strong partnerships with federal, state and local partners, HSIB proactively defends all citizens, critical infrastructures and public spaces by providing support to law enforcement agencies across the state with intelligence-led solutions to emerging threats.
The Criminal Intelligence Division
The Criminal Intelligence Division (CID) was developed to bring local law enforcement agencies together to achieve maximum interagency cooperation through a combined law enforcement effort. The CID collects, evaluates, analyzes and disseminates information on criminal and terrorism-related activities occurring within Maryland. CID includes the Criminal Intelligence Section, the Maryland Gun Center and the Maryland Coordination and Analysis Center (MCAC) . Analysts assigned to the Criminal Intelligence Division provide criminal investigation support to local, state and federal law enforcement agencies nationwide.
The Criminal Intelligence Division
The Criminal Intelligence Section (CIS) is the central repository for the collection and dissemination of information between local, state and federal law enforcement agencies located in Maryland. The CIS coordinates their operations with the MCAC to promote and ensure a unified information sharing system for Maryland.

The Maryland Gun Center serves as a 24/7 statewide firearms enforcement center, making available the screening/vetting of every gun case in Maryland to ensure that offenders are systematically held accountable for their crimes and that any necessary follow-up is addressed in a consistent and disciplined manner.

The Maryland Coordination and Analysis Center (MCAC) is a model facility for statewide information analysis and dissemination, supporting law enforcement, public health and welfare, public safety, and homeland security. Security Support Division
The Security Support Division safeguards people, institutions, and processes essential to governance by delivering integrated protective services, proactive threat assessment, and secure operational support.
Through its Executive Protection Section, Legislative Security Section, and Behavioral Threat Assessment Team, the Division ensures the safety of designated officials, the integrity of legislative environments, and the early identification and mitigation of potential threats.
Security Support Division Sections
The Executive Protection Section provides security for the Governor. Lieutenant Governor, Attorney General, Comptroller of the Treasury, and State Treasurer.

The Behavioral Threat Assessment Team takes a proactive approach to prevent violence in our communities by utilizing a multidisciplinary approach. The BTAT is staffed by law enforcement, mental health professionals, and intelligence analysts who identify and assess reports of concerning behavior to mitigate potential threats of violence.

The Regional Automated Property Information Database (RAPID) was developed in an effort to track stolen property. This database is widely used by law enforcement and provides valuable information to investigators in a range of cases to include: weapon investigations, auto thefts, carjacking’s, armed robberies (commercial and personal), locating wanted and missing persons, identifying accessories to crimes, homicides, fraud, identify thefts and other felonies and misdemeanors.
