Criminal Investigation Bureau
The Criminal Investigation Bureau (CIB) investigates violent crimes, drug offenses, and other major criminal activities throughout Maryland. Collaborating with local, state, and federal law enforcement, the CIB provides cross-jurisdictional resources and specialized teams to support local police and disrupt organized and violent crime.
The CIB works to reduce and prevent violent crimes and is comprised of three divisions:

Criminal Enforcement Division
The Criminal Enforcement Division (CED) is part of the Maryland Department of State Police (MDSP) that handles crime investigations including:
- Violent crimes and homicides
- Gangs and illegal firearms
- Computer crimes and missing children
- Insurance fraud and vehicle theft
- Environmental crimes and fugitive cases

This unit conducts statewide financial investigations for all MDSP barracks and MDSP units that involve asset seizures (currency, real estate, vehicles and real property) arising out of violations of Maryland’s drug and gambling laws.

The Baltimore Regional Auto Theft Team (R.A.T.T.) and the Washington Area Vehicle Enforcement team (W.A.V.E.) are regional task forces. These units support local auto theft efforts in the Baltimore and Washington Metropolitan areas, and sometimes in bordering areas and other states. They investigate motor vehicle theft trends, stolen vehicle trafficking and export, illegal chop shops, vehicle insurance fraud, the sale of stolen vehicles to scrap yards, and related regional crimes.

The Child Recovery Unit plays a crucial role in supporting the Maryland Center for Missing and Unidentified Persons (MCMUP) by providing investigative assistance. This unit is also responsible for coordinating Maryland's AMBER and Silver Alert systems. A primary focus of the Child Recovery Unit is to investigate cases of human trafficking and child prostitution. As a member of the FBI's Maryland Child Exploitation Task Force, the Unit collaborates with various Maryland law enforcement agencies dedicated to addressing issues of missing and abducted children, as well as child prostitution and human trafficking.

The County Specific Drug Tasks Forces, in partnership with allied law enforcement agencies across the State, target mid to upper level drug trafficking organizations operating throughout Maryland. Provide investigative assistance in the area of drug and vice investigations to MDSP barracks and allied police departments.

The Maryland State Police Firearms Enforcement Unit is committed to supporting Governor Moore's efforts to reduce gun violence. The Firearms Enforcement Unit consists of sworn Maryland state troopers tasked with working throughout the state to identify those illegally in possession of firearms and who are perpetuating firearm-related violence, as well as infiltrating and dismantling criminal organizations.

The Maryland State Apprehension Team (MSAT) provides investigative services for public safety by serving outstanding felony arrest warrants originating from Maryland Department of State police barracks across the state. The mission of the MSAT includes serving felony warrants from any state, county or local law enforcement entity seeking assistance from this unique team with state-wide jurisdiction. These teams are responsible for apprehending the most violent offenders in and from the state of Maryland.
MSAT is hosted by the United States Marshal Service Regional Fugitive Task Force giving MSAT troopers special deputation and world-wide reach for fugitives sought by the MDSP.

The Strategic Operations Group (SOG) is dedicated to conducting overt and covert investigations into organized crime. Utilizing diverse investigative techniques, tactics, and procedures, SOG identifies, disrupts, and dismantles organized criminal entities. The Technical Crimes Unit investigates crimes involving computers, the internet, and other advanced technologies, with a focus on protecting children from online exploitation. The unit also supports Maryland State Police units and partner agencies with technical expertise, provides specialized training to strengthen investigations, and educates the public on internet safety.
Digital Forensics Laboratory
The Digital Forensics Laboratory (DFL) supports the Maryland State Police by analyzing digital evidence for investigations across the agency, including the Criminal Enforcement Division and the Internet Crimes Against Children (ICAC) Task Force. It also assists federal, state, and local agencies upon request.
DFL examiners conduct objective, evidence-based analyses using advanced tools and methods. They provide expert testimony when needed and offer training and guidance to investigators and prosecutors on properly collecting, handling, and analyzing digital evidence.
