Maryland Department of State Police

The Personnel Command supports both sworn officers and civilian staff and ensures every MDSP employee receives the support, development, and guidance they need to serve the public effectively.

This command  manages and coordinates: 

  • Recruitment and hiring
  • Pay, benefits, and human resources
  • Promotions for sworn officers
  • Training and career development
  • Disciplinary procedures, grievances, and administrative hearings

The Personnel Command includes 4 divisions.

  • Education and Training Division
  • Human Resources Division

Administrative Hearing Section

The Administrative Hearing Section manages the sworn disciplinary process for cases involving sustained allegations of trooper misconduct.

Office of Promotional Testing

The Office of Promotional Testing manages promotional testing for sworn personnel (Corporal to Captain), including written exams, resume reviews, and oral interviews. They also provide assessors to other departments and conduct job task analyses to update requirements.

Education and Training Division

The Education and Training Division oversees the Police Academy and Professional Development sections. It develops and delivers training for employees, including annual in-service, firearms, emergency vehicle operations, and specialized courses. The division also offers professional development programs to help staff build skills, improve performance, and support ongoing growth across the agency.

Human Resources Division

The Human Resources Division has two main sections:

  • Employment Services manages hiring for sworn and civilian roles.
  • Personnel Administration handles employee medical services, attendance tracking, timekeeping, retirement benefits, performance records, salaries, job classifications, and the enlistment of interns and volunteers.

The division also oversees employee medical services and risk management for the Department.
