Bullet Proof Body Armor Permit

Who needs a permit?

If you have a prior conviction for a crime of violence or a drug trafficking crime, you must apply for a permit before you can use, possess, or purchase bulletproof body armor in Maryland.

If you don’t have any prior convictions as stated above, you do not need a permit. 

Pre-application requirements

Note: Applicants must sign and date the FBI Privacy Act Statement - PDF pdf before submitting their fingerprints.​

  • Obtain LiveScan fingerprinting and get a receipt from the LiveScan vendor documenting the submission of your fingerprints to the Maryland Criminal Justice Information Services Division  CJIS and the FBI. 
  • Note: Applicants must sign and date the FBI Privacy Act Statement - PDF pdf before submitting their fingerprints.

  • Have a color passport style photograph taken within the last 30 days.

How to apply 

  1. Create or log into your existing Maryland Licensing Portal account.
  2. Submit your LiveScan fingerprinting receipt.
  3. Submit your photo.

Renewal

The Qualified Handgun Instructor certification is valid for 4 years from the date of issuance.​
