Bullet Proof Body Armor Permit
Who needs a permit?
If you have a prior conviction for a crime of violence or a drug trafficking crime, you must apply for a permit before you can use, possess, or purchase bulletproof body armor in Maryland.
If you don’t have any prior convictions as stated above, you do not need a permit.
Pre-application requirements
- Obtain LiveScan fingerprinting and get a receipt from the LiveScan vendor documenting the submission of your fingerprints to the Maryland Criminal Justice Information Services Division CJIS and the FBI.

Have a color passport style photograph taken within the last 30 days.
How to apply
- Create or log into your existing Maryland Licensing Portal account.
- Submit your LiveScan fingerprinting receipt.
- Submit your photo.
Renewal
The Qualified Handgun Instructor certification is valid for 4 years from the date of issuance.

In regards to the Hangun Qualification License, after an applicant has completed the 4 hour course, instructors will log into their account and verify each applicant that they have instructed. In regards to the Wear and Carry Permit, after an applicant has completed either the 16 hour initial course or the 8 hour renewal course, instructors will complete the Maryland State Police Certified Qualification Score Sheet.
Instructors will be responsible for the specific course and will attest/certify that they instructed the minimum criteria required in SB281.
