Maryland State Police Arrest Man On Child Pornography Charges In Prince George's County

(COLLEGE PARK, MD) - Investigators from the Maryland State Police Child Exploitation Unit charged a Prince George’s County man today with multiple counts of child pornography.

The accused is identified as Donald Kirk Marchand 3rd, 70, of College Park, Maryland. He is charged with multiple counts of distribution of child pornography and possession of child pornography.  He was arrested by Maryland State Police shortly before 8:00 a.m. without incident and transported to the Prince George’s County Department of Corrections where he is currently held awaiting a bail review. 

Beginning in September 2026, the Maryland Internet Crimes Against Children (ICAC) Task Force initiated an investigation into the distribution and possession of child pornography. This morning, the Maryland State Police Child Exploitation Unit, with assistance from Homeland Security Investigations (HSI) and Prince George’s County Police Department, served a search warrant on Marchand’s residence in College Park, Maryland.  Multiple items of evidentiary value were located and seized. 

During the course of this investigation, it was learned Marchand is currently employed as a teacher at Elizabeth Seton High School in Bladensburg. Marchand has been a teacher at other instructional institutions, prior to his employment at Elizabeth Seton High School.

The Maryland State Police Child Exploitation Unit coordinates the Maryland Internet Crimes Against Children Task Force. This is a combined law enforcement effort involving police departments across Maryland that is made possible in part due to grant funds provided by the Governor’s Office of Crime Prevention and Policy and by a federal grant from the U.S. Department of Justice Task Force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children. The investigation continues.
